Repeated workflows with meaningful decisions, connected records and outcomes, known systems of record, and people who can explain how the work was created.
Technical and rights questions
Can the history be recovered at reasonable cost? What authority exists to explore its use? What confidentiality, privacy, or contractual boundaries shape the process?
A lack of connected history, unclear rights, unworkable recovery, or insufficient context may mean the opportunity is not practical. That conclusion is useful: it prevents a process from moving forward on assumptions.
