Employees interpret incomplete information and choose among alternatives.
Scale and Continuity
Enough repeated examples exist across a meaningful period of time.
Connection
Records across systems link to the same case, task, project or outcome.
Real-World Difficulty
The history contains ambiguity, exceptions, mistakes and corrections.
Rights and Recoverability
The records have workable provenance and can be exported at reasonable cost.
A higher headline payment is not automatically the better transaction.
Rights affect value.
